Community Development

Community development is supported by a range of public bodies across three main areas of the County Borough: Caia Park, Plas Madoc and Cefn Mawr with additional support for Plas Madoc, and West Wrexham with additional support for Broughton.

The programmes operating in each area are described as follows:

Caia Park and Queensway

The Council has been involved in supporting community development through the Caia Park Partnership (link to external website) for many years. This support continues, providing support for people to participate in their community and to access training and employment.

In addition, in 2002 the Welsh Assembly Government's communities first programme identified the areas of Caia Park and Queensway (these were originally two wards that are now covered by 5 wards) as being in need of additional support. Caia Park Communities First Ltd (link to external website) is an independent organisation, supported by the Welsh Assembly Government, which is working to deliver a strategy and action plan drawn up with the people of the community.

The Dee Valley with a view of the viaductPlas Madoc & Cefn Strategy Area

The Council began community development work in Cefn Mawr and its neighbouring villages during 1997. This work has continued uninterrupted and in 2004 a significant point was reached in the regeneration process with the establishment of an independent development trust, 'The Dee Valley Community Partnership' (DVCP) (link to external website). In September 2005 the staff who support the work of the Trust will move from the control of the Economic Development department to report directly to the DVCP board, as part of a secondment arrangement. The DVCP will continue to lead the future development of community enterprise and activity in the area.

Plas Madoc

In 2002 the Welsh Assembly Introduced the Communities First programme which seeks to deliver targeted support to the communities most in need. Of more than 800 wards in Wales, 140 were identified as requiring extra support; the ward of Plas Madoc was highlighted as the 3rd most deprived ward in Wales, and so a Communities First Partnership was established. Plas Madoc Communities First Ltd (link to external website) is an independent organisation supported by the Welsh Assembly Government.

West Wrexham Urban II
(Broughton, Brymbo, Coedpoeth, Gwersyllt, and Llay)

The West Wrexham Urban II Programme is a European funded regeneration initiative that focuses on the development of an entrepreneurial and participating community. Around £6million is available between 2000 and 2006 to support new and existing business in West Wrexham to overcome the barriers that prevent people from accessing employment opportunities. Wrexham County Borough Council employs the Urban II Staff Team to deliver the Programme on behalf of the Urban II Programme Monitoring Committee.

Broughton (including Gwenfro)

The Broughton Partnership Board (link to external website) is one of five community committees across West Wrexham involved in steering the development and implementation of the West Wrexham URBAN II programme. Because of the classification by the Welsh Assembly Government of the Gwenfro ward as a communities first area, Broughton receives additional support.

The Broughton Partnership Board (link to external website) focuses on the needs of the Broughton Community Council area, and is responsible for the development and co-ordination of the 'Communities First' programme. Through funding from the Welsh Assembly Government and the Urban II programme, Wrexham County Borough Council employs the Broughton Strategy Team on behalf of the Partnership Board to deliver their Strategic Action Plan.
