The Central Team supports community development throughout the county borough. Traditionally the team has supported the contracts in place with Dee Valley Community Partnership and Caia Park Partnership, along with the Communities First Partnerships in Plas Madoc and Caia Park. This was expanded in 2007 to assisting the development of the Hightown Communities First Partnership.
The Community Regeneration Strategy has committed to offering community development support to areas in the top 30% of the Welsh Index of Multiple Deprivation which is the official measure of deprivation for small areas in Wales. Therefore the work of the central team has expanded to include the wards of Acton, Grosvenor, Chirk North, Johnstown, Pant, Penycae, Ponciau and Ruabon; and will involve working with residents, community groups and organisations to develop and implement area action plans.
The team have also supported the development of the Credit Union and Fairtrade Coaltion externally and have a strong focus internally promoting social inclusion with the development and roll out of the Social Inclusion Learning Programme across Wrexham County Borough Council Departments.

The Broughton Strategy Team is part of Wrexham County Borough Councils Economic Development Regeneration Section and is based within the Memorial Centre Brynteg. Since 1999 the staff team have worked closely with the Broughton Partnership Board and local residents to develop a number of projects through both the Communities First and Urban II programmes.
The Broughton Community Council area comprises of three electoral wards:
These wards contain seven villages New Broughton, Caego, Brynteg, Southsea, Pentre Broughton, Lodge and Moss. In 1998 the villages of Southsea and Brynteg were one of eight communities in Wales to become part of the Welsh Assembly Government’s social exclusion programme ‘People in Communities’.
In 2001 the Welsh Assembly Government replaced this with its flagship ‘Communities First’ programme, the Welsh Assembly Government’s flagship programme for community regeneration. From its inception the programme has targeted the most disadvantaged communities in Wales, seeking to deliver long-term change and improvements.
The electoral ward of Gwenfro (Southsea) became part of this initiative as a consequence of being ranked the 81st most disadvantaged ward in Wales according to the Index of Multiple Deprivation, which is the official measure of deprivation for small areas in Wales.
Since 2001, the wider Broughton Community Council area (covering all three wards) has been one of five areas within West Wrexham to be targeted through the European funded URBAN II Community Initiative Programme. The programme was designed to:
“Create strong participating entrepreneurial communities where people work together (within and between communities) to create desirable places to live, and where residents are empowered to participate in the local economy and everyday life.”
The Broughton Partnership Board focuses on the needs of the wider Broughton Community Council area, is responsible for the development and co-ordination of the ‘Communities First’ programme, and was one of five community committees across West Wrexham involved in steering the development and implementation of the West Wrexham URBAN II programme.

In 1997 Cefn Mawr, Plas Madoc, Acrefair, Rhosymedre and Newbridge came together with Wrexham County Borough Council to tackle the issues associated with Regeneration and Social Inclusion. Early on it was recognised that establishing a Development Trust would provide the best vehicle for the long-term regeneration of Cefn Mawr and the surrounding areas.
2004 saw the Dee Valley Community Partnership (Development Trust) established with a board that represented a wide range of local interests, including the voluntary & public sectors, local business and other committed local residents. With its promotional strap line ‘Making the most of our heritage, our people, our future’ The Dee Valley Community Partnership has established itself as an independent community based organisation and “Community Champion”.
Engaged in economic, social, cultural and environmental regeneration the fundamental aims of the DVCP are: the fostering of strong and lasting partnerships; minimising duplication; facilitating community involvement; accountability; the creation of common wealth; financial independence; self-sufficiency and sustainability; becoming increasingly independent of the local authority; owned by the community. Independence will increase the confidence of local people about the trust and it will put the people at the heart of what they do.
Development trusts are concerned with regeneration in its widest and deepest sense focusing on the area’s economy, environment, facilities and services and the spirit of its communities. Typical projects undertaken include property development; managed workspace; sports & leisure facilities; retail and market space; building restoration; environmental improvement; education work; business development; employment training; information services; community development; social provision; countryside management; tourism; heritage interpretation; and many more.
Most importantly, the DVCP as a development trust provides an effective way of involving local people in improving the quality of life in their own neighbourhoods.

Offa Community Council formed in 1985 covers four wards including Hermitage and has historically been the principal provider of support for community development activities in Hightown. In 2000 it recognised the additional support needs that the Hightown area of the Hermitage ward had. It acted by creating a designated community development worker post.
Hightown became a Communities First area in 2007, following the Hermitage ward’s inclusion in the top 10% of the Welsh Index of Multiple Deprivation which is the official measure of deprivation for small areas in Wales. Launched in 2001 Communities First is the Welsh Assembly Government’s flagship programme for community regeneration. From its inception the programme has targeted the most disadvantaged communities in Wales, seeking to deliver long-term change and improvements.
Since 2007 a group of local residents, Community Councillors, local organisations and agencies meet monthly as a Partnership Board to work together to develop activities and projects for the Hightown area. The Offa Community Council development worker has also worked closely with the Hightown Partnership Board and the staff team to ensure that Hightown Communities First harnesses and builds upon existing work rather than displaces it.
The Communities First staff team are based in Luke O’Connor House on the Barracksfield estate and support local groups and individuals to become more involved in helping to make Hightown a better place to live.

In the non-Communities First areas, the Economic Development department employs a small team of Community Development Officers who work with residents, community groups and organisations to develop and implement area action plans.
Until 2008 the department hosted the West Wrexham URBAN II programme covering Brymbo & Tanyfron, Broughton, Llay, Gwersyllt and Coedpoeth, supporting residents to regenerate their communities. The team’s remit included supporting and facilitating development and implementation of physical, social and economic regeneration through partnership working. The current community development activity aims to carry on the legacy of this programme.
The team’s workload is steered by priorities identified by the West Wrexham Partnership, a committee with representation from each of the west Wrexham communities. The team’s key priorities currently include supporting the development of projects such as community transport, community learning, children & young people’s activities, heritage and health & wellbeing, in addition to supporting the on-going development of the enterprise and lifelong learning centres that were built as part of the programme. These Centres have provided opportunities to training, lifelong learning and business start-up opportunities in order to develop both individual and community capacities.
Since 2005 the Community Development Team has been looking ahead to a time where community regeneration would become less dependent on significant capital investment for new buildings and more reliant on effective engagement of the community, and hence the team’s work has become more people focussed.
