The Welsh Assembly Government has placed a statutory responsibility on Local Authorities and Local Health Boards (the Strategic Partnership) to develop a Health, Social Care and Well-being Strategy which will identify and address the factors affecting the health and well-being of the local community.
In formulating the strategy, the Strategic Partnership have a duty to consult
and co-operate with a range of local partners including NHS Trusts, Community Health Councils,
the Voluntary Sector and any other business or private body with an interest in health and well-being.
The guidance also sets out the process by which the Strategy will be developed and the
first step to undertake a comprehensive Needs Assessment. The purpose of the Needs Assessment,
is to identify the unmet health, social care and well-being needs of the local community and to
assist the Strategic Partnership to jointly set the Health, Social Care and Well-being Strategy
priorities.
The Welsh Assembly Government has imposed a strict timetable and following the outcome of the
consultation of the Needs Assessment, the key dates for the first Strategy are as follows:
*Draft Strategy to be produced by 31 March 2004
*Draft Strategy to be adopted by 31 December 2004
*The final Strategy to be operational from 1 April 2005
The first Strategy will apply for a period of 3 years. Thereafter, Strategies will be for 5 years.
