Lead Member for Environment and Transport

Councillor David A. Bithell (Deputy Leader and Vice-Chair of Executive Board)

Services & Functions

  • Waste Management; including refuse collection, streetscene, waste disposal, waste minimisation and recycling.
  • Public Protection; including environmental health, food safety, health and safety, trading standards, animal health and animal warden service.
  • Transport; including highway, planning road safety, public transport and parking.
  • Highway and footway maintenance and improvements, street lighting.

  • Finance aspects of any service, project or function, the council's general financial standing and resources, investment borrowing and insurance policies, financial affairs of any joint ventures, partnerships or companies in which the Council has an interest.
  • Audit including internal controls, anti-fraud and financial regulations; review of audit, plans and appointment of external auditors.
  • Management and acquisition, sale and letting of Council property.

  • Schools and services to schools – including: admissions, school management, school places and rationalisation, curriculum performance and support, governors and governor training, school meals, professional development, transport, ICT and cleaning / buildings.
  • Corporate Parenting – including: adoption, fostering and looked after Children.
  • Inter-agency working – including: Framework Partnership links for the relevant areas of responsibility.
