This plan's primary focus is on 'children in need' and the past ten years has seen the development of a more collaborative approach across both statutory agencies and voluntary organisations in meeting the needs of children. This has been based on the growing recognition that by working together, we can pool our knowledge, skills and resources, to serve the best interests of children.
Although working in partnership has become a hackneyed phrase, in reality it is the only prospect we have of achieving better outcomes for the most vulnerable and disadvantaged children and young people in our communities. These partnerships have to embrace not only agencies and organisations but also children, young people and their families. Engagement, inclusion and empowerment are the key drivers to this approach.
This plan attempts to map out what has been achieved in Wrexham over recent years and what our aspirations are in developing services over the coming five years. Although led by the local authority, the plan is based on extensive consultation with partner agencies and within known limitations, takes account of the views of parents, carers and children/young people themselves. The development of comprehensive and effective local arrangements for joint working has been given a clear focus in the Welsh Assembly Government's guidance on the Children & Young People's Framework for Partnership. This provides the potential for wider and stronger alliances between all agencies and organisations involved in this area of work.
