Have your say on the Council’s Disability Equality Scheme

Wrexham County Borough Council is committed to playing its part in ensuring all disabled people can participate fully as equal citizens.

We are pleased to publish our Disability Equality Scheme and are very grateful to the many people who have been involved in developing this working draft document.  However, we want greater involvement with the experts – disabled people and carers themselves!

The scheme sets out ten key objectives that provide the focus for the next three years.

  • Raise awareness and understanding of disability and promote positive images of disabled people.
  • Ensure that staff at all levels and Members are appropriately trained and are aware of their roles and responsibilities in delivering this scheme and the wider equality agenda.
  • Ensure that all Council services, contact points and information are fully accessible to all citizens.
  • Promote partnership working across all sectors to ensure the needs of disabled citizens are understood and met.
  • Develop mechanisms to promote the active engagement of disabled service users in the design of services.
  • Increase the numbers of disabled people seeking, gaining and retaining work with the Council.
  • Integrate disability equality within the Council’s procurement functions and arrangements for managing works carried out under contract or on behalf of the Council.
  • Integrate disability equality into the Council’s business and service  planning framework including performance management arrangements.
  • Integrate disability equality within the Council’s policy and decision making framework.
  • Ensure disability and equality of access is fully considered in all matters relating to the built environment and transport.

The document is available in a wide variety of accessible formats including  in large print, Braille, on audio cassette or computer Disk.  It is available in English and Welsh and can be made available in other languages upon request.

Disability Discrimination Act 2005

The Disability Discrimination Act 2005 comes into effect on 4 December 2006 as an amendment to the Disability Discrimination Act 1995.

The new Act places upon public bodies new legal duties to:

  • Promote equality of opportunity between disabled people and other people
  • Eliminate discrimination that is unlawful
  • Eliminate harassment of disabled people that is related to their disability
  • Promote positive attitudes towards disabled people
  • Encourage participation by disabled people in public life
  • Take steps to meet disabled people’s needs, even if this requires more favourable treatment.

In addition public bodies are required to publish a Disability Equality Scheme setting out how they will meet the duties.
