Members' Remuneration

Wrexham County Borough Councils’ constitution sets out how the Council operates, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and accountable to local people.

Part 6 of the constitution relates to elected members and clearly defines the criteria for claiming expenses. The rules are strict. Guidance notes are issued to all elected members.

Elected members may claim:

Travelling:

  • To Council meetings including Executive Board, committees, sub-committees, panels and working parties.
  • Travelling to meetings with Officers.
  • Travelling to conferences which have been approved by the Chief Legal and Democratic Officer in consultation with the Leader and Deputy Leader. In instances where either the Leader or the Deputy Leader is a prospective conference attendee the Lead Member for Finance will be consulted.

Elected Members may claim as follows:

  1. Bus fare.
  2. Second class train fare.
  3. Car mileage. Car mileage outside the County Borough area will only be paid where it is clear that public transport was not a viable alternative or where travel by car would obviate the need for an overnight stay.  Members may choose to use other than public transport but train fare will be paid whatever the method of transport used.
  4. Taxi fare but only in cases of urgency or where no public transport is reasonably available.
  5. Air fares but only if approved in advance by the Chief Legal & Democratic Services Officer on the grounds of substantial time saving or urgency.

Subsistence

Members may claim the following. Reimbursement will only be made if the claim is accompanied by actual receipts (photocopies will not be accepted.)
The cost of meals within the County Borough will not be reimbursed.

Day Subsistence - payable for absences of more than 4 hours outside the County Borough area

Overnight Subsistence - the maximum rate allows for the reimbursement of accommodation costs, meals and other expenses in a 24 hour period.
