In the 19th century, the Borough Council took the view that it was the duty of private landlords to improve their properties. By 1907 many councillors felt the council should be more pro-active and start renting out properties to undercut the worst landlords. In the 1920s and 1930s, the council began a policy of demolishing the worst rented housing.
