Bollard times
Will there be occasions when the bollards are not going to be up?
No, the bollards will be up every day, 365 days a year.
When can delivery vehicles access the city centre?
Delivery vehicles can access between 6am and 11:30am.
There are 2 specifically marked loading bays on High Street which should be used. No vehicles should be parked on the footway when making deliveries.
Can tradespeople access at other times?
No, they will need to keep to the same times as all other vehicles.
What if there is a work/specific need to park in the city centre that cannot be done during the times the bollards are down?
You can apply for a parking dispensation. This will be considered on a case by case basis and we reserve the right to refuse any application made.
A dispensation must be applied for 5 days in advance and if approved payment must be made, where applicable, within 24 hours.
If granted, a dispensation will allow you access via the bollard number plate recognition system (explained further down this page).
What if I have to organise emergency works to my building?
Businesses and residents in the city centre have been provided with details of the number to contact if emergency access is required.
Can I be given access all the time?
No, access is prohibited between the hours of 11:30am and 6am for all vehicles except those on an automatic approval list or who have had a parking dispensation approved.
I live in the city centre, can I have access?
Unless you have a designated parking space, you cannot have access and will need to park elsewhere if you have a vehicle.
If you have a designated space please contact bollards@wrexham.gov.uk for further information.
I am a taxi driver, can I access through the bollards for pick ups/drop offs?
Apollo Taxis will have access as their office is within the city centre prohibition zone. Their access is for Charles Street only.
No other access for taxis/hackney carriages is permitted.
Are parking restrictions still in place when the bollards are down?
Yes. Vehicles can park in Wrexham City Centre between 6am and 11:30am but must park according to the general parking restrictions that are in place (or you will be liable to receive a Penalty Charge Notice).
Blue Badge holders must not park at any time on:
- Yorke Street
- High Street
- Upper Town Hill.
Any vehicles parked in Wrexham City Centre must leave by 11:30am.
Who is responsible for the bollards?
Wrexham Council, with the bollards being monitored directly by CCTV.
Who can I contact about an issue with the bollards?
Faults, along with any other queries or complaints, can be reported to bollards@wrexham.gov.uk
Complaints will be dealt with according to our general complaints procedure.
Bollard number plate recognition system
You will only be able access the area blocked off by the automatic bollards if you have pre-applied for, and have been granted, a parking dispensation.
There is no intercom at the bollards and so the bollards cannot be lowered by request.
The automatic bollard system has a traffic light situated in the driver's line of sight.
You must wait for the signal to give you a green light. You can then move safely through the automatic bollards.
You must never try to access the system if a red light is showing. The bollards have safety loops which detect when a vehicle is over the bollard system and so will not rise under a vehicle.
