At Wrexham Council we do not deliver all the services for children and young people that are funded by us. Some services are delivered by other organisations on our behalf.
When our Children’s Services Department wants another organisation (or sometimes another section of the council) to deliver a service on its behalf, it ‘commissions’ that service. Commissioning means:
- deciding what service is needed
- selecting an organisation to deliver it
- making sure that the service being delivered is what was intended and is good quality
- finding out what difference the service has made

Our Children’s Services Department commissions two major grant funded anti-poverty programmes: Flying Start and Families First, which support children and their families.
Some children’s services are also commissioned from the council’s own 'core' budget (you can find budget information under finance documents).
