Welcome to Wrexham County Borough Council’s Public Access Network
We provide free public access to the Internet in keeping with our role as a source of information, intellectual development and enrichment for the community.
Young people under the age of 16 must have permission of their parent or guardian to access the Internet.
We have introduced the following terms and conditions to safeguard the interests of both Wrexham County Borough Council and the community it serves:
1. Customers must:
- take personal responsibility for your own personal data, save work and log out of any accounts before your session ends
- at all times act in a reasonable manner; and
- ensure that they have appropriate authority or permission to download, copy or print any material to comply with Copyright laws.
2. Customers must not:
- attempt to use a library computer using someone else library card number and PIN
- cause or permit any damage to the equipment belonging to Wrexham County Borough Council
- delete programs or change the configuration on the computer
- attempt to make unauthorised access to other computers or networks (hacking)
- load their own software or connect their own computer equipment to Wrexham County Borough Council computer equipment (exceptions would include adaptive hardware for users with special needs)
- attempt to access, create, download or transmit material that is illegal, offensive, obscene, racist or likely to cause unnecessary offence or distress
- attempt to violate copyright or licence agreements
- use the PCs to commit fraud or any other illegal activity
- subscribe to any services which incur a cost to Wrexham County Borough Council
- distribute unsolicited advertising
3. Non-compliance with these conditions may result in:
- immediate withdrawal of Public Access Network facilities
- refusal of further access either for a specified period or indefinitely
- other local authority disciplinary actions, including in the worst cases, criminal prosecution
- in the case of non-compliance by an internet user under the age of 16, we will notify their parent or guardian who provided consent
4. Customers are reminded that:
- we monitor computer usage electronically and manually
- any work saved to the PC is deleted once the user session ends
- we use suitable filtering and virus checking software that may restrict access to certain sites, but customers should be aware that these are not infallible
- staff may terminate a users session at any time if they believe the user has failed to comply with the terms and conditions as outlined above

- any loss, damage or injury as a result of using internet and computer facilities
- the quality, accuracy and availability of information
- the introduction of viruses to personal equipment following use of Internet facilities
- any consequences resulting from sending confidential information via the Internet; or the type of material available on the Internet.
Parents or guardians are responsible for any restriction of their child's access
