Wrexham Council wishes to seek the views of interested parties regarding the proposal. 

This is your opportunity to ask questions and make comments that will be considered by the council’s executive board, who will decide how to proceed.

The consultation document and addendum set out the information that consultees will need to consider to take part fully in the consultation process. This process follows regulatory guidance as set out in the School Organisation Code 2018.

The formal consultation period will begin on Tuesday, September 23, 2025 and will end on Friday, November 7, 2025.

Following consultation on the proposed change, the council will consider whether the proposal should be implemented.

Frequently asked questions

How are Wrexham schools funded?

Wrexham schools are allocated their funding annually through an approved resource allocation formula. The majority of the formula relates to the number of pupils on roll at each school. In addition to the "pupil driven" portion of the formula, the formula also includes additional allocations related to base allocations, buildings factors such as floor area and also small schools protection factors. AWPU (Age-Weighted Pupil Unit) is a component of a school's funding that provides a basic amount of money per pupil, with the specific rate varying based on the pupil's age. It is the core funding received by schools for each student on their roll. 

Why are the financial calculations different in the Addendum to the consultation document compared with the consultation document?

The financial calculations are based on the Dee Federation of Schools’ approved Budget Plan for 2025/26, which uses pupil numbers from the January 2025 Pupil Level Annual School Census (PLASC) data. However, the September 2025 PLASC census indicates a reduction in pupil numbers at Froncysyllte School from 11 pupils on roll (January PLASC data) to 4 pupils on roll (September 2022). The resulting impact is included as an explanatory note in the Addendum to the consultation document. 

Why is the projected pupil data different to the actual numbers on roll at Froncysyllte CP and Garth CP?

When the consultation document was written, projections indicated that there would be 6 pupils at Froncysyllte in the academic year 2025-26, 39 pupils at Pentre in academic year 2025-26 and 49 pupils at Garth in academic year 2025-26. However, in September 2025, when the new academic year started, there were fewer pupils on roll than predicted at Froncysyllte (4 pupils) and more pupils on roll than predicted at Garth (57 pupils). There were the same number of pupils on roll predicted for Pentre (39 pupils).

How are pupil projections calculated?

Pupil projections are based on information held by Management Information Systems (MIS) statistical data at the time of writing the consultation report. The pupil projections contained in the statutory consultation document are based on data from the Pupil Level Annual School Census (PLASC) January 2025. Projections are NOT actual pupil numbers that will be on roll during the specified academic years.  Actual numbers on roll are updated each year following January the PLASC data collection.

When will the final decision be made?
