The blue badge scheme is not a licence to just park anywhere. There are many locations that you are not allowed to park under any circumstances so you are advised to check about local arrangements.
In general, the scheme allows parking benefits as follows as long as your valid blue badge is on display:
Badge holders may park free of charge without time limit at parking meters and 'pay and display' on-street parking unless a local traffic order specifying a time limit for holders or blue badges is in force. You are advised to check local information.
Badge holders may be exempt from limits on parking times imposed on other users. You are advised to check local information.
Badge holders may usually park on single or double yellow lines for up to three hours in England and Wales or without a time limit in Scotland except where there is a ban on loading or unloading and at a few locations where local schemes apply i.e. Central London.
Access for Blue Badge Holders at any time. Parking not permitted in loading areas, where there is a loading ban (indicated by kerb markings), or in the bus lane after 9am or before 15:30.

All of our car parks have designated disabled parking spaces and anybody with a valid disabled badge may use these or other car park spaces free of charge without a time limit. There is a dedicated disabled car park on Rhosddu Road at the rear of the library. In addition, Shopmobility has its own dedicated spaces for use by the Shopmobility customers.
Please note that the Enforcement Officers monitor the use of blue badges closely and they do have the right to issue a penalty charge notice to any vehicle not correctly displaying a valid disabled badge when using the parking concessions. A ticket will also be issued to any vehicle displaying a valid pay and display ticket but parked in a designated disabled bay. Please remember that the rule which allows Blue Badge holders to park on yellow lines on the street does not apply in the Council’s car parks.

The Shopmobility service operates a fleet of manual and electrically powered wheelchairs and scooters for use by anyone with mobility problems. Once a member, you just book the machine for when you need it.
